Hundreds of boats!

Was checking out "the islands" by satellite view and was surprised to see the hundreds of boats stacked like cord wood on Tortola. I don't know when the pic was taken, could be years old but can only assume it was taken in "off season" and that is where they are stored. Also presume they are charter boats as from space they look very much alike. My question is are they all out anchored somewhere during the peak of the charter season...... That's a lot of boats and must result in some crowded anchorages during peak season.
What's up down there?
