I think there is precedence here, if your being chased by a Cop, your liable for him.
US law, I have no idea about the rest of the World.
Should a Government agency be allowed to declare your Passage "Manifestly unsafe" and remove you from your vessel, causing it's abandonment?
Tough questions, too tough I believe to be answered, especially by a Politician.

Thank you for the link. Seems like the sort of thing one would need to check out in advance whether what you want to do is "reckless" or "willfully negligent." One thinks of the wing suit gliders, even hang gliders. Who gets to say what is "too dangerous?"
In this case, there is a tradition of letting sailors sail when they want to. The fact is that these guys themselves may be manifestly unsafe, not the boat, and there may not be legal recourse.
I like the suggestion of having them make donations to each of the lifeboat services who helped them, it seems only fair, but we don't have access to convince them to do so, if they're open to being convinced.
Unfortunately it IS politicians who make the laws, and with rather mixed results, i'd say. Let's not go there.

We do carry a few candles, and have found a few uses for them aboard [I use a bit of wax dropped on my canvas working thread to secure it against unwinding, and it works well to take the tightness out of drawers that swell up when it's humid], but we do not use them routinely for light. I cannot imagine why our suspects left a lit candle and went away from the boat.

Apparently they can impound the boat for either seaworthiness of the crew or boat as they did to the Albatross in 2013 and then subsequently sold her in 2014 after she was abandoned.
These 2 better get out of Dodge quickly without any more trouble or they may not be leaving on this boat at all.

I was hoping their boat was so badly damaged they couldn't possibly set sail. Odds are they will never make it across the Ocean.

Just checked PW and there's no window for at least the next 10 days (if you believe a forecast that far ahead ). Two BIG systems sweeping eastward... we're going to try and head further south as I'm not sure the pontoons where we are will take another hammering...

We got lucky and are *just* south of the red area (Nazare, Portugal)... it was a hard slog getting here tho! Motorsailed all the way from Chichester, via Falmouth - the Portuguese trades never filled in either so everyone motored down the coast with 2-3m of swell. Here's hoping 2016 is better but in the meantime, those two Americans are just going to have to wait it out.

It was very hit & miss. The UK is known for it's sou-westers and breezy conditions - we motored for 2 weeks along the coast in glass (apart from one gale that is that kept us in port). After that (June), there was nothing. Our Biscay crossing was glassy / rough, then there was no wind at all working our way down the coast. At this time of year we're now meant to be getting more sou-westers and it's been blowing from the north for a few days, and set to continue for another couple of weeks. Weird, weird weather.
