Global. We are in Oz and they took the complaint. As soon as we told the recalcitrant refunder about us contacting IC3, he miraculously found the paperwork and ALL monies including our postage costs were refunded.

When ordering from a classified ad, I always insist the order be sent COD. I may still be scammed by an empty box on my doorstep, but at least I can verify.

1. A return address
2. I did in fact buy a box that is approximately the same size and shape, and weight as what I bought.

The small COD fee is worth my piece of mind....If the seller refuses to send this way that is a big red flag.

I read that you paid via paypal. Paypal offers it's customers fraud protection; your first line of recourse sould be through paypal and second through your credit card company attached to your paypal account. Posting something like this on an internet forum for such a small amount of money seems inappropriate.

You didn't read the OP properly then.

I was selling some electronic charts on this forum, and the people interested in buying insisted on using paypal to protect their interests. At the time I didn't have a vendors account with paypal, but setting one up wasn't difficult.

I'd suggest if a seller refuses to open a paypal account for the buyers peace of mind, then buyers should be very suspicious of his motives.

Paypal does cost though, especially if it's an international transaction, but I think most buyers would be willing to share some of the costs.

Forget the AFP - two reasons
1. Its not a crime pursuant to the Federal Crimes Act. Go straight to the state police of the state in which the offence occurred.
2. They couldn't find their posterior with either hand

The plan is to go to the local Police, send a copy of what we submit to Hastings and also to Tweed heads where the bank account BSB is located. He may say he is from hastings, but that could be like the rest of the story.

Also we will submit a complaint on IC3 as suggested.

We are collating the story at the moment.

Actually it was 2 sails, a Assym and a Sym, plus pole for $200 plus $50 shipping. We had to forget about the pole, too big to post.
