Tap the holes to suit, install bolt with washer from within tank tightened to the underside of tank top, bolts remain securely pointing up while lid is fitted, install washers and nuts to protruding bolts, spinning nuts down until in contact with washer then holding the end of bolt at the aforementioned flats ground to end of bolt and tighten to required torque. A little blue loctite on the threads will ensure they stay put until they need to be removed.
Tapping threads into fibreglass is very easy, though a little hard on the taps.
