Ah, the age old issue of not needing to show an anchor light in an anchorage. Actually that should read "Special Anchorage Area". SAAs have been designated by law and when anchored there an anchor light is not required for recreational vessels under 65' in most cases if I recall correctly. All other anchorages still require anchor lights down to some very short vessel length.
In general the anchorages shown on most charts with the anchor symbol are NOT SAAs, they are just areas that the chart makers thought would be good for anchoring.
I believe there are only several hundred, certainly less than 1,000, in the whole of the USA including overseas possessions, rivers, great lakes and inland lakes. While most of these SAAs are designated for recreational craft, many are designated for certain vessels such as munitions ships or naval vessels.

Unless one has checked the relevant CFR or Pilot, the best move is to assume that whatever anchorage you have found is not an SAA and that anchor lights are required.

We use an anchor ball always. I can just hear the plaintiffs attorney asking me "So mister captain at the time the boat hit you did you have a properly displayed anchor ball?

I do not use them on the Great Lakes, but then I rarely anchor in an open roadstead where commercial shipping or fishing is going on.
On the other hand, I was struck while on an RYA course in Brittany how fastidious and common was their use among the sailing and fishing boats, and how we hoisted an anchor ball even when no one else was in sight.
So I will get some before we go down the St. Lawrence. It's required, after all.

Definitely use an anchor 'ball', certainly round here anyway, Less likely to get run into by the local racers
I have a motor cone but have never used it.

Do not forget your "steaming" cone to indicate you are under power and not sail, even if the sails are up. Seen a tugboat give way at the last minute to a sailboat on the Hudson, only to realize the boat was under power. Really must have ticked off the Tug since it did a 360 and crossed the boat's wake at full power. Must have dumped tons of water into the boat's stern. We cheered for the tug.

It's a steaming cone, not ball. Ball means anchored.

They are quite spendy to buy them, but surely you can make one with a $1 can of black spray paint and something. I use the plastic insides of a cardboard world globe painted black with a short rope with loops strung through it. Like they say, it sure would be good to be able to say you were legal.

My Admiral calls me OCD about it but I try to use the Anchor Ball every time we drop the hook. We do have the motor sailing cone but have yet to use it.
For the anchor ball my thinking is better to be safe than sorry. If I have it hoisted and some muppet runs into me then my insurance won't quibble, if I don't then they'll wiggle out of paying.
