Clearing in to Azores with a dog

Hi, We are planning a trip across the Atlantic with our dog on board, departing from Florida to the Azores with a stop in Bermuda. After that we'll head to Ireland. We really wanted to spend some time in the Azores but I've been told that it's not possible to clear a dog in when coming by sea, and that the only authorities for clearing a dog in are at the international airport. Can anyone provide specific advice on this? Does anyone know of any resources in the Azores that might help with the dog import process? Thanks!
