Can I Get Cheap Wet Weather Gear in Germany, Croatia or Vietnam ?

Hi,

I'm going on holiday soon and I am wondering if I may be able to pick up some cheap but good wet weather gear somewhere. I am traveling to Europe and stopping a couple of days in Vietnam on the way home. I know lots of sailing gear in manufactured in South East Asia so I if anyone knows where I may be able to buy some. I'd also be interested if anyone knows which brands might be available there. Otherwise if it is just as easy to buy it online some good website recommendations would be great.
