Boat title

When we bought our Islander 30 over 45 years ago it did not come with a title.

Documented it mostly to avoid putting numbers on the hull.

I called the Wisconsin DNR recently requesting the process to get a title. They said I cannot title a documented boat and the Coast Guard document functions as a title for vessel sale and change of ownership. We do have Wisconsin registration...but no title?

Correct.
Call the Vessel Documentation Center and ask them about this. And, it might be time to study what your documentation does and does not mean and entail. "It ain't just paint" as they say.
