Anchoring by the shores question

I am curious to find out a questiong that has been buggin me for a while. I work next to the beach in miami,beach and i notice that no boat anchores near shore or even a bit far away, is there any reason for this like is it against the law or something? I see boats in marinas in such but how about if you just want to spend a day near the beach.

Anchoring in the swell of an open roadstead is likely to be rolly and uncomfortable. Overnight, the wind could blow onshore and you may find yourself on the beach.
