You can not clear out of the US mainland on a private vessel
Its because they don't know if you actually go. On a plane at an airport
they know you go - its all a secured area. Not so on a private boat.

Clearing in here without us exit papers is fine because they know about it.

situation you just leave and go 30 miles to Gaudaloupe clear in there then out and return to Antigua

to a French island. They are conveniently splattered through the Caribbean
