Yes the Reverse-ARC is called the “ARC Europe rally”.

Yachts will gather at Nanny Cay Marina in early May 2009, before departing the British Virgin Islands and crossing the Atlantic in company, calling at Bermuda and exploring the Azores before reaching the European continent at the end of June.

I think the reverse "ARC" used to be called the "Trans ARC" and then a group started the "NARC" which was short for those crossing the ocean who were Not part of the ARC.

I don't think so.

Excepting maxingout’s (Dave on “Exit Only”) unofficial version, the term “NARC” more usually refers to the North American Rally to the Caribbean (Departs Newport, en route Bermuda & St. Martin).
