As mentioned, the Atlantic Intracoastal Waterway does indeed run down Barnegat Bay and past the entrance to Forked River. Technically, Mile Zero of the ICW is at Norfolk VA, so you should define more precisely what you mean by "the ICW."
Meanwhile, you can run down to Atlantic City from Forked River either
offshore via Barnegat Inlet, or inside via Manahawkin Bay, Little Egg, Brigantine Waterway, etc. Both routes have challenges, but are navigable with care. You will have to go outside from AC to Cape May (38 NM).
On the inside (c. 40 NM) you can, with care, carry 7 feet (and in most cases a lot more) to Atlantic City. I recently made this route down and back to
Annapolis with no issues (5 foot draft), but staying in the channel is a must.
