License Requirements if Trolling

We're heading from Port Everglades to Freeport and was wondering if we need a license after leaving the U.S. 12 nm limit and before entering the Bahamas? I've reviewed the FWC site and read about the Federal HMS (Highly Migratory Species) regs and am now totally confused.

I know I did , or at least thought I did when we went out in the Middle Grounds of the Gulf fishing, which of course is way more than 12 miles out.
Never saw an FWC boat out there though
