grenada, cariacou, or elsewhere?

Hi y'all. I am curious about foreigners getting work permits in Grenada, I am a sailmaker and canvas worker planning to sail south for the hurricane season, and heard that for $1000 I can work legally in Grenada. Is this true? And if not, which southern island (out of the general hurricane paths) would be a good place to sail to and spend the Summer, working if possible?
Is cariacou a good place to spend the season? Any input and suggestions appreciated. My shop/biz is in the aft cabin of my trimaran.
