Clearing Out of US to Caribbean

I could use some assistance or direction. Would anyonebe able to direct me to a checklist of documents needed in order to leave the USA as a green card holder on a US boat that I purchased 2 yrs ago to sail to the Carib? I know that I cannot get USCG (foreign owned) reg and that TX reg is sufficient for most islands along with insurance papers and crew lists. As boat still has small loan outstanding I do not have the title (with bank), is this a prob or are purchasing docs and Texas Reg sufficient. Also heard about a Form 300 ?? needed. If you intend to out of the US for a year, or more, you may want to file USCIS Form I-191 ~ “Application for Advance Permission to Return to Unrelinquished Domicile”.

Form N-300 is used by permanent residents to file a “Declaration of Intention to become a United States citizen”.
