Charter Boat in the Bahamas

If I charter a boat in Marsh Harbor will I have to pay the $400 cruising fee as well? Perhaps it's included in the charter rates?

I'm pretty sure the cruising fee is only levied on boats arriving in the Bahamas from elsewhere.
