"Budget" charter/sailing instruction is going to be a challenge to find. TMM, whom I've worked with in the past, offers ASA classes
out of their Tortola base. You could bring your individual charter
costs down by booking with a group of friends.
Keep in mind too that you often get what you pay for, some illicit cheapo charter
operator is not likely to be your best option for an instructor (or your best charter experience).
