Barbuda Coastal Zones

On August 28, 2014, coastal zones were established for Barbuda. The map can be found at Blue Halo: Barbuda. Notably, a permit is required for fishing within 3.45 miles of shore,fishing is prohibited in some areas and anchoring is restricted to one zone on the western shore
Some things on the map make no sense and I am seeking clarification especially as to anchoring in the lagoon.

A little bit better on this map.. there appear to be two more anchorage areas but apparently anchorage in the lagoon is not allowed.

Unless something has changed, you can't get into Codrington Lagoon - the entrance is not accessible except maybe for kayaks. Looking at the chart you posted, I don't see anything different than what it was when I visited in 2012 and 2014 as far as anchoring is concerned. Am I missing something?

Chris Doyle claims to have cruised the lagoon and I was planning to do it in the Flicka later this year.

By all means if you can get over the shoals. You might consider checking with the locals before you get into trouble. The area around the rookery is restricted to guide boats it seems. If you haven't already cleared in at Antigua, you can clear in in Codrington which you get to by one of three ways (not counting by bringing your boat thru the north passage into the lagoon): on the west shore, take your dink ashore just south of the conspicuous resort - the only structures on the beach - at a spot called Luis Beach. The locals call it "Lewis" beach but it was Hurricane Luis that cut thru the dunes there and temporarily made a tidal channel. Either portage your dink over the dune to the lagoon or hail one of the water taxis who will come get you and take you to Codrington. The third way is from the south harbor (Gravenor Bay). Hail a taxi on 16, they'll come get you for the long ride to town.

I am just going to pay one of the local guys I met there last month to pilot me in. I had him take me all around and I did soundings with my $99 handheld digital sonar. With 1 meter draft I think I can make it.
