Mooring Dinghys in Lerici and La Spezia

Hello,

This question isn't quite about cruising, but I thought this community might know something helpful. I will be working in La Spezia, Italy for one year, starting in October and will most likely be living in Lerici. I would like to purchase a 12-18ft raft while there to explore the coast, fish, and commute to work on days with good weather. Do you know if there are any major hurdles to owning and mooring a small boat as an American in Italy? I haven't been able to find any information on Italian taxes/registration for dinghies.

If you know any marinas with employees who speak English in Lerici or La Spezia, please let me know. I will try to find mooring or docking space in one or both places.
