Quite a few french marinas are public and have no hard standing , but most boatyards have an area that can be used, prices vary are theres a lot of negogiatation. My marina( near nice) runs at about 4K for a 12 metre boat during the winter, thats at a berth and around half ( I've heard of alot less as well) that on hard standing owned by the local boatyard.
