Gocek, Turkey Mooring Buoys

We have heard from two independent sources that there will now (started mid July) be a charge for using the buoys in the Gocek anchorages.

Leaflets are being handed out which gives details. The cost apparently starts at 25TL for a boat of 12m or less rising by an amount (I'm not sure how much) as size increases.

Has anyone any further info on this and am I correct in believing that there is no law that states that the buoys have to be used.

I have also heard that the authorities are planning to lay buoys in some busy / popular spots and not only in Göçek, but also in some bays around Marmaris as well. However, as far as I know there aren't yet any and I don't think this could be enforced , at least in short term.
