We certainly didn't have any hassle entering either Gib from Tangier or Melilla from Al Hoceima. In Gib nobody took any notice at all of our last port of call.

Melilla is notorious for serious searching and indeed when we tied up there the already-arrived told us not to go straight to bed (it was about midnight) but to wait as we would be boarded and searched. So we waited. About 40 minutes later the police came along, went into the office and looked at our papers (ie the copies I'd left there), waved at me as I stood on the bow, said a cheery buenas noches' and drove away!

We were left feeling that it's nice not to be hassled but to be written off as that boring was almost (but not quite) an insult!

So the conclusion is not always there for the leaping.
