What is QEMPAR button for?

I have a button marked QEMPAR near the Westerbeke engine panel on my boat. Does anyone know what it does? I think it has to do with low power start situations but the info I have is in French. I struggled in French back in HS... mrs. LeVeque would be disappointed.
