I think having safer routes - regarding ports - might be the a reasonable option. Regarding reefs and Ships I wonder if remote monitoring would be good to inform the crew about the collision course.

A key question is whether the fishing boat was transmitting AIS.?
...many do not to protect their fishing spots, but if they were showing AIS and got hit while fishing, the HK Marine department will come down like a ton of bricks on the sailboat

A fishing boat with a 10 man crew gives a very good return

I'm with you. The finish line could have been moved after all it was a 5800 mile leg. A gps location 40 miles out. Sailing into Hong Kong at night isn't easy at 6 kn let alone 23 kn.

Radar is likely not gimbaled and I would think it would be tough to pick up a small boat (no one mentioned wave height in 23 knots of wind). AIS anyone?
