Does it open the kind of deck fill caps that have a little handle that flips up which you twist to open? On snug deck fills, they can't be opened by hand and require a small adjustable or something.

Yes, just fit into the slot and off you go....

It looks nicely made.

I made my own amateur effort from the remains of a broken plastic winch handle key.
(I didn't realise my strength )

It's much easier than a full sized winch handle.

Sure, we design and prototype all our products here in our office in Texas, and all the manufacturing is done in China. We used to cast Mantus Hooks in Lufkin, Texas but that facility went under.
