I've never driven a cat with that setup. But on our Seawind, with outboards located onboard of each rudder, we do docking turns only using the motors and with wheel fixed to center. Excellent maneuverability.

Oops that should have read "inboard" of each rudder.

AFAIK the restriction only applies to boats that have not yet been registered (documented in US dialect), which leave SA under a temporary SA registration and are required to have a SA-licensed skipper. If you want to have a Yank or Brite deliver the boat then you only need to get the boat registered outside SA before leaving..

100% correct - only applicable to boars leaving on a temporary pass.
