Do you need a passport to sail to Micronesia?

I'm confused.

I was reading this one thing that said you don't need a passport to sail to the Federated States Of Micronesia. Only a birth certificate........Federated States Of Micronesia | Travel Visas and Passport Guide.

Then I was reading another thing from a government website that says that you do in fact need a passport......FEDERATED STATES OF MICRONESIA (FSM) - Office of Insular Affairs (OIA) - U.S. Department of the Interior

Does anyone know???

The Federated States of Micronesia (FSM) are a subset of the Micronesia Islands and accrding to the US Dept of State, you will need a passport. You can also check the FSM embassy for any visa requirements.

Even if a country you visit didn't require a passport, the US will require one for reentry. Can't imagine why anyone would travel without one.
