There's the combination of the low barometric pressure, and the strength of the wind; and whatever the waves are outside, all that energy has to dissipate somehow.

We have had 90 plus, a couple of times in Tasmania, while at docks, but without the storm surge, and protected by a big mountain (for the area) and a lot of river from the sea, so no surge in there, but, those gusts would heel us right over against the baulks we were leaning against. (Incidentally, both of these events were in the squash zone between an incoming low and a slow moving high.)
