Westerbeke Generator and Battery Charger Problems

I have a Westerbeke 7.7 genset which works perfectly except it will not talk to
a battery charger unless there is a 30+ amp load on the genset which consists of motors or compressors. The generator will carry 50+ amps with no problems.
No heavy load-no charge.
Anyone have any suggestions or thoughts?
