voltage regulator gone wacky!

Hey folks,

My honda 25 (4 stroke) that powers our gemini cataman has voltage going nuts! After motoring the voltage starts to creep up (as high as 17 volts!) so I turn on lights to keep the voltage a little more 'normal'. The light thing works, but is doing harm elsewhere?

Honda wants $330++ for a new voltage regulator that I prefer not to spend (electrical parts are not returnable) on a black box. So, is this really a bad reg and if so, does anyone sell used or after market parts?
