TrueCharger won't charge to "Float"

I have 6 x PowerBatt 135Amp AGM Batteires in a house bank. The True charger (60A/hr) will only charge at <.5%. I have it set up for AGM. When I put power to the charger it kicks in very briefly to 14+V and then goes back to charging at a very low rate.

If I put a car charger on the batters then I can put in 1.7 volts and when I switch of car charger voltage slowly beeches back to 13.2 v.

All the batteries seem ok and there is no obvious short that I can find.

Is it a charger problem ?? any comments most welcome.
