Regarding a voltage control switch, this will do what you're talking about. The reason you might want to bypass it is to start your engine, or use the VHF, or some other "emergency" function where you know full and well it's worth abusing the batteries.

VCS-1AH 10-60VDC, 30A Voltage Controlled Switch, Active High, no enclosure
