You could do that today - add a NO switch across the alternator NTC sensor, closing it to signal to the regulator you want 'half power' then use the $SCA: configuration command to set the 'half-power' pullback to 10%

Have you seen the DC generator controller project? Am going to refresh its design this fall.

The whole CAN effort is around allowing charging sources to be coordinated and prioritized - but (and this is a detail) using a distributed architecture. No single-point-of-failure 'Central Control' device, instead prioritized masters with fail-overs and even fall-back to single-signaling (voltage only) much like we have today.
