So, my question is if the Marinco or similar outlets are IP6x or are made of materials that are substantially better than that of the junk from home depot. Marinco really has no collateral that discusses these elements of their designs.

A 120VAC NEMA 5-15 or 5-20 duplex GFCI receptacle is not IP rated for dousing w/ water, either from
Marinco or from the big box home improvement stores.
All will deteriorate w/ time and eventually require replacement.
If IP water protection is required, then that is effected by the enclosure and the cover. There are several options to keep out water from either an unused receptacle or one w/ cord(s) plugged into the receptacle, w/ the box oriented vertically or horizontal.
