Can a DYI hookah rig use nylon reinforced water hose.

I used Trident 162 reinforced vinyl hose for my home made hookah.

It hasn't caused me any problems, yet, but I haven't put more than a couple of hours on it.

Maybe it's safe to breathe through, maybe not. Even if it is safe, my question is why; would you cheap-out on a critical component of an underwater breathing apparatus? Not only will a high quality breathing hose not be a whole lot more expensive, but it will work better in the water and be guaranteed safe to breathe through.

Absolutely, good quality breathing hose is easy to buy and at a good price.

Rolls up into a much smaller space and is easier to store than vinyl hose too, plus a swivel is nice to have so the hose can unwrap with the reg in you mouth, and have a smaller last several feet section is nice to be way more flexible than vinyl too, and having a belt to attach the heavier hose to so that it's not trying to snatch the reg out of you mouth is nice as well.
You get all of this from store bought one, yes you can replicate it, if you know to and by the time you do, maybe your not saving yourself a whole lot of money?

You can get inexpensive FDA-approved LLDPE hose and swivels inexpensively here. Their 3/8" hose is rated for 190psi @ 75degF and 75psi @ 150degF -- not enough for high-pressure SCUBA tanks, but sufficient for ~90psi Hookah.

100' of hose and a couple of swivels will run you less than $40.

I suggest a short length (40"?) of very flexible braided hose to connect from a harness/belt to another swivel to a second stage regulator.

This stuff will disintegrate in a hurry (if not outright melt) where it attaches to the compressor output. Very high heat at this location.

There's a reason cheap hose like this is not used in SCUBA or SSA applications, at least not by reputable manufacturers.

The compressor output is the output of the tank after 1st regulator and filter. It is at ambient temp (80-90F) -- far below the rated temp at working pressure (150degF at 90psi). It *may* degrade in UV (not sure), but I'm going on 3 years and the tube works as new. I store it out of the sunlight.

Oh, I see. You're using a hotdog or pancake compressor.

California Air Tools compressor. If only the compressor lasted as long as the hose

The compressor is about $250. My needs are little unusual in that the boat is 230V/50Hz.

The hull cleaning industry standard- the Thomas 1207, is available in a 220/240 volt model. I don't know what that sells for, but I get my 110 volt 1207 for about $350. In your application, the 1207 will likely last a lifetime. Just sayin'.

Interestingly, the 240V/50Hz model (1207PHI80) is rated for lower capacity than the 120/60Hz model (1207PK80) -- at 90psi offering only 1.63cfm (datasheet). I wonder if 1.63cfm is sufficient (I know 2+ is).

Are the Thomas compressors marinized? Do they handle the occasional light spray?

I'd rather pay $350 once than $250 every few years, but if I'm buying a new one every few years anyway....

They are not marinized. No compressor is, to my knowledge. Mine lives in my inflatable workboat, where it get's wet every day. I don't cover it unless it's really raining hard (my boat is parked indoors at night however.) No problems.
