Any metal shop or machine shop can fabricate a pulley from drawings or simple dimensions. They'll need to know the shaft dimensions, the outside dimension you want, and the specific belt profile. If they're any good they will also ask you about material choices and options such as lightening holes and anodizing or finishing.

I had my pulley machined here in the UK by a machine shop near Sheffield. After looking over my engine again ive decided to mount the alternator off the engine - to fabricate a bed in front of the engine for both my watermaker pump and the alternator. Will post pics next year when its done.

I was able to buy a double V-belt pulley of the correct dimensions to get proper alternator rpms, off the shelf from Mastry in St Pete. They're an authorized Yanmar distributor. They also confirmed it would be OK to install a Balmar 210 Amp alternator, driven off that pulley.
