Sure it's not 1500RPM? Either way, basicly No, not in any easy way. Don't worry about the
engine going into full revs at cold start up. They are designed to handle it and they handle it well. I understand your concern about the
cooling water, but if you ensure you have the seacock on, then it is unlikely you will have any problem. If no
water comes out, chances are the impellor was at fault and needs replacing anyway.
