Deck light and Nav light not working

Hi,

In the process of buying a SO 54 DS. During the survey yesterday I observed that I was unable to switch on/off deck light and navigation lights.

Power panel showed both contacts "ON" all the time but no light and I was only able to switch them off using the master switch.

Any good ideas on where to start looking for the error?

Maybe faulty switches and the owner pulled the feed line to the actual lights so they wouldnt always be on. Open amd check the back of the panel check for output dc voltage at the switches.
