Water in L400 mast

I recently noticed a small trickle of water coming from behind the small inspection cover at the bottom port side of the mast. I opened the cover and was surprised when a couple of litres of water came out. From the photos you can see the high tide mark, where the water overflows down the cable conduit and into the chain locker.
My question is should this much water be inside the mast and if not where is it getting in. Second how should the water drain out, is there blocked drainage holes I can't see? Would it be ok to leave the inspection cover off to allow for drainage or does it play some vital part? Any help on this matter would be appreciated.

draining hole is behind mast slightly below level of inspection hole. Needs to be cleared 1x year.

thanks for reminding me. It was clocked

if you leave it, extra water comes in chain locker, etc, - no good.
