Arrange a taxi from the airport to Shelter Bay. Or, tell them to take the bus from "outside the airport" to the downtown bus depot, get a hotel somewhere, then take the train the next day to Colon, then get a taxi to Shelter Bay. You might not ever see them.

Two ways to Shelter Bay from PC. The easiest and most pleasant is to contact Roger, his number is listed earlier in this thread and is in the Panama City Cruisers Guide. He will meet your guests at the airport, with a sign if needed, and drive them to Shelter Bay for a reasonable fee. Alternately you can take a taxi to the Alderwood Mall and a bus to Colon and a taxi or the SB bus to Shelter Bay. (not really recommended for someone new to Panama and central America)

The new international airport is about to open and it's 2 hours east of Panama City. That is going to add a lot to the cost of the taxi.
