The unit is fully functional, comes with the cover and deflector. We don't know the year as it came with our boat, which we purchased in December 2010. We were informed by the previous owner that he had purchased it new and not used it often. Our boat also came with a central air unit, which we installed, so we don't need the portable unit. We have tried the portable, it works cools the boat nicely and would keep it if we didn't have central a/c.
