EngNate...
We haven't seen Windows 2000 for years now, the oldest supported Windows version for recent OpenCPN versions is Windows XP with SP3. Note that even XP is past it's end of life and completely unsupported by Microsoft so if you have an old machine you don't want to simply throw away your best option is probably to migrate it to some light Linux distribution.

Microsoft support for XP will end on April 9, 2019 - if you have POS edition.
Any XP version can be made to a POS edition by a small Registry script.

Anyhow, if you want to use your computer for navigation and is used to XP and for that reason want to use XP, do not connect the computer to internet and you will be able to use it for decades to come. I know about commercial vessels still running proprietary ECS systems under first version of windows 95 today and the systems has not revived any updates since first installed when windows 95 was new, but they are of course not connected to internet.

When that is said, I would rather go for Linux

I've some nostalgia for 2000 Pro - even kept the drive & an IDE adapter when I scrapped the pc.

Hard to imagine anyone ever feeling that way about W10.
