Why? (Mariners choice)

I know in Mariners Choice there are some items you can not uncheck to make them unvisible on the chart. They are grey in the list.

Question 1
Why are they uncheckable? Why are these 34 choises not a free choise for me?

Maybe they are unchekable in the config?

1. Minimum required.
2. Applies to everyone.
3. Now have reset to standard which includes such things as rocks etc, and is what I use with just a few changes because it is safer.
