Where to Get European Charts for OpenCPN

I read the wiki to learn that OpenCPN does not read encrypted charts. However, I was not able to find any provider of charts which does not use encryption. Probably I looked at the wrong places, can somebody give me a hint, where to looks for charts? Especially I look for legal trustworthy charts for Baltic Sea, North Sean, inland Germany.

Thats difficult since the tax-funded charts are sold back to the taxpayer in much of Europe, and theyve recently decided to encrypt them all to ensure the business model is not undermined by "sharing".

I had a look around, and it seems difficult to buy non-encrypted charts these days..

Somebody told me to use CM93v2, but I cannot find any charts in this format. If I google for CM93v2 I am presented a number of links but they all look legally doubtful.

I think V2 has been phased out, can't purchase it now, its been replaced by the encrypted V3 format..

I recently heard that the Germans would put their IENC's online due to EU or R.I.S./F.I.S. regulations, probably next year.
Good chance that these will be as well maintained as the Dutch free charts...
By the way, Noordersoft is giving the IENC's for free with their product 'PC Navigo'.
Including Belgian and northern French IENC's
Don't know if these are encrypted.
