Quilting error. Quilting becomes de-selected in options panel when (MA_RNCs/BSB_ROOT/13274/13274_5.KAP) chart is displayed. Maybe be due to the fact that this chart is not oriented north south like most other RNCs.

This behavior is documented.
From the wiki

Skewed Charts are allowed in the quilt as long as it doesn't deviate more than 5 degrees from North Up.

The chart in question here is skewed 46.8111111 degrees, so the scenario described is the expected.
