If you have an antivirus, disable it and re-install. See if that improve. Including the Windows defender.

You need to verify the PC can see the GPS. Can you use a terminal emulator like Putty to read the USB data stream. You will then know the data is getting to the PC.

I have proof that it sees the GPS because it guides opencpn when underway but I cannot use any other functions as open will not respond and I need to shut down to get it running agin first without the GPS and then plug GPS in for navigation

I am only a user so I suggest you start a new question thread and maybe an expert will help.
The only other thing to try is to manually delete the two opencpn folders. One in Program Data and the other in Program Files (X86) and then try to reinstalling the last known version of Opencpn that worked.
If that doesn't work, then I think Windows is the problem.

As already said - you can just install an older version in parallel.

If you rename and keep the opcpn.ini file at \ProgramData\opencpn OpenCPN will create a virgin, default one at restart.
Same with the navobj.xml files (routes, tracks, waypoints) or the mmsitoname.csv
Or chartlist.dat which holds the chart data base.

When you say it doesn’t function do you mean just the mouse doesn’t work or does the keyboard also not work? If you press F2 does it stop following the boat and then if you press F2 does it follow again?

The GPS has nothing to do with the user interface. But some mouse drivers become confused by GPS data on a serial port.
