Just a guess but that computer may not have a default web browser configured. The help system opens the help files by starting the default web browser. So if there is no web browser set up then the help can't display. Can you open the web browser on that computer? If so, does it say something like "XXX is not your default browser do you want to make it the default?" if so, click yes.
