No, the GE plugin can't be used as the background for radar.

Pavel is of course right but if you would like some more exercise take a look at the GE2KAP plugin and learn how make an OpenCPN chart from Google Earth, covering your home position, and use that map in OCPN and overlay the radar picture.
There are several instructions out there. (Valhalla.... is one)
