Sure it is and a LOCAL and a WINDOWS problem because the same happened on my W7 machine.

Aart, it is infiuriating I understand. Is there an other satisfactory win10 MS locales file to change to that works?

Aart try setting it so something else and then setting it back....try swahili first then your favorite language. If that doesn't fix it it might be a locales file that is slightly corrupted or lost a couple of bytes. I wonder if you can find a new file if that is the case,...I just don't know, but Microsoft does!! Ask them.

I tried English/US but it did not work either. Still no periods and no commas accepted.

OK, I give up , I can live with it . Maybe in the future a next computer, a next OS or a next OCPN will work.

When I need such decimal values I always can use my Linux machine and export/import it as a .gpx.

Aart, I am sorry, I have long since forgotten how I resolved this problem...maybe I never did solve it.

I have found where the OD data is located on my W10 laptop.

C:\ProgramData\opencpn\plugins\ocpn_draw_pi\data\O Dnavobj.xml

With the help of Notepad++ I changed the decimal value from 0.5 to 0.4 and it is accepted. It is a little bit a detour but it works.
