New install Linux Mint 19.x no usb access

I just created a new helm computer using a Beelink BT3-Pro running Linux Mint 19.2 (Ubuntu basically). Everything runs fine yet the software "OpenCPN" seems to not have access the USB GPS Receiver. I get an error indicating "device not accessible" a permissions problem for the app not having access to the USB. Says to create a file called "/etc/udev/rules.d/70-opencpn.rules"

I created the file suggested, yet that does not solve the problem. Anyone have a pointer to a solution?

You have to tell us much more about your installation..... Tell us how you came to your conclusions.

Have you read https://opencpn.org/wiki/dokuwiki/doku.php?id=opencpnpencpn_user_manual:getting_st arted:gps_setup#linux?

Are you using gpsd? If you have gpsd installed an still try to use /dev/ttyUSB0 to access the gps, I can see the logic in your error-message, for example. In this case /dev/ttyUSB0 is probably already used by gpsd.
